Subject: The A B C D Strategy

The faithful have for years enjoyed the benefits of having their own locally controlled private police department paid for by Kensington taxpayers. Now with the many changes put in place and the specter of contracting for services, the established order is endangered. Even the poison pill “Ordinance” may not be capable of preserving the old order! For heaven sake, what are the faithful to do?

Our crime rate is historically low, except when the faithful need to declare a crime wave. Our police response times are great, as it should since they have about 90% “pro active” free time. The KPPCSD has spent over 100K on consultants who stated in a public meeting that we should explore a number of different options to improve our police department. The KPPCSD board is spending another $12,000 to issue Requests for Proposals to contract for all or part of police services with other police departments. 

Since the current board’s activity reveals a shocking lack of strategy and discipline, the Executive Steering Committee has come up with a robust restoration plan. For those few faithful who may have moral or ethical qualms about some of the tactics in our plan, fear not. The committee is composed of many experienced lawyers who righteously believe the end always justifies the means. Can I get a witness?

Lets all back up into the future with our new common sense A B C D Strategy:

1.) Annexation – Stop the dreaded El Cerrito from taking over our community. As our lone asset on the KPPCSD board noted in public, contracting with El Cerrito is but the first step down the road to total annexation. 

2.) Bifurcation – Rethink splitting the combined General Manager/Chief of Police position. Think about restoring the combined position. Why do we need an expensive general manager and staff when the traditionally combined position worked so well for many years?  

3.) Consolidation – Consider how we would structure public services if starting a new town. Surely, we would have one organization that would be able to efficiently act on community matters and services. One organization like the 600 Club Faithful for example, they know what’s best for all of Kensington.  

4.) Denigration – Consider how well past anonymous smear mailers have worked in our community. So feel free to denigrate the current board majority, the general manager, the consultants, the iCOP, residents that hold opposing views and last but not least those troublesome investigative reporters.
